POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Project Overview:

The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) facility at Charleston, SC requires comprehensive base operating support services for the Charleston Federal Law Enforcement Training Center and its ancillary support facilities. This includes providing student support services, with such activities as the operation and cleaning of dormitories, operation of the dining facility, and training support services of various types (such as providing range masters, role players for practical exercises, computer laboratory support, equipment issues, bus transportation, etc.). Facility-based services include activities such as janitorial services, waste removal, facility and grounds maintenance, office equipment, and furniture cleaning and movement.

Position Overview:

The Grounds Maintenance Supervisor will be responsible for the management of the total work effort associated with the ground's maintenance services required to ensure adequate and timely completion of services. This includes a full range of management duties including, but not limited to, planning, scheduling, report preparation, and quality control. This position requires professional knowledge of turf, plants, plant bedding, soil, tree maintenance, pruning, removal; and other landscape issues required.

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD. ALUTIIQ WILL ACCEPT APPLICATIONS FROM INCUMBENTS CURRENTLY HOLDING THE SAME POSITION.

Primary/Major Duties and Responsibilities (Essential Functions):

  • Manages and performs grounds maintenance activities to include mowing, trimming, edging, pruning, and weed control.
  • Provides oversight and development of grounds maintenance staff.
  • Coordinates with the Program Manager (PM) and appropriate Government staff to ensure all grounds maintenance work is completed in a timely manner.
  • Works with the PM and appropriate Government staff to review weekly and monthly grounds reports to determine if there are any current or potential issues and makes recommendations for solutions and ensures solutions are implemented by appropriate staff.
  • Evaluate resident complaints and damage reports and make recommendations for future actions.
  • Monitor and inspect the quality of work completed by all the ground maintenance teams and contractors.
  • Ensures all projects and ongoing tree management plans are structured, coordinated, verified, and completed in accordance with company standards.
  • Assists in the identification and resolution of grounds issues.
  • Assist in coordinating groundskeeper team training, truck stock inventories, vacation planning, and company meetings. Submits requests for temporary employees as needed while managing labor within budgetary constraints.
  • Must be fully knowledgeable of all safety, environmental, and energy requirements associated with the work they perform.
  • Personnel shall speak, read, and comprehend English to the extent that they can perform the contract requirements and comply with installation emergency procedures.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • Must possess, at a minimum, an Associate Degree in Horticulture Technology, Landscape Architecture, Floriculture, or Arboriculture.
  • Shall possess at least 3 years of recent (within the past 10 years) responsible experience in field management of commercial/industrial grounds maintenance of the approximate size of FLETC Charleston.
  • Shall possess specific experience in scheduling and supervising a grounds workforce, as well as long-term planning to prevent plant health and maintenance issues for acreage the approximate size of the FLETC Charleston.
  • Shall demonstrate professional skills and knowledge in planning for and establishing the structural organization needed to maintain grounds as described in Section C.
  • Shall have professional knowledge of turf, plants, plant bedding, soil, tree maintenance, pruning, removal, fertilizer application, weed control, and other landscape issues.
  • Shall have proficiency in oral and written communications in English.
