Job Summary

Ensures Border States is compliant with all federal and state payroll taxing authorities, establishes controls to verify compliance, and trains payroll staff on regulatory changes.

Responsibilities

Essential Functions

  • Ensures compliance with all federal and state payroll regulations.
  • Provides communication and training of regulatory changes to all appropriate individuals.
  • Ensures all regulatory reports are filed within established deadlines.
  • Maintains state tax accounts, including the establishment and closure of tax withholding and unemployment accounts, as needed.
  • Resolves issues with tax agencies in a timely manner.
  • Establishes controls to verify compliance with regulatory agencies and accuracy of pay statements and ensures tests are performed according to prescribed timelines.
  • Ensures tax withholdings are received by filing agency and filed on-time.
  • Audits employee tax withholding information to ensure appropriate state taxes are being withheld.
  • Responsible for entering all garnishment orders and validating results.
  • Responsible for entering monthly sales incentives.
  • Assists accounting with reconciliation of payroll accounts.
  • Coordinates payroll year-end activities and ensures accurate W2 forms.
  • Provides back-up to HR Payroll Specialist as needed.
  • Completes verification of employment requests.

Non-Essential Functions

  • Processes manual checks and debit card transactions, as needed.
  • Responds to payroll related inquiries and resolves payroll concerns.
  • Generates ad-hoc reports as needed.
  • Reviews payroll processes and recommends improvements as they are identified.
  • Ensures all payroll processes are properly documented.
  • Updates the payroll project plan for all acquisitions.
  • Tests upgrades to payroll software and inbound and outbound interfaces.
  • Completes other duties as assigned by supervisor or other designate.
Qualifications
  • Four-year accounting or business degree or the equivalent in related work experience, required.
  • Minimum five years prior work experience in payroll.
  • Requires a strong working knowledge of federal/state payroll regulation and payroll accounting.
  • Prefer strong working knowledge of Windows and Microsoft Office (Excel, Access, Word and PowerPoint)
Skills and Abilities
  • Builds and maintains a positive working relationship with all employees.
  • Acts as a liaison between employees and management, as needed.
  • Maintains confidentiality of HR/Payroll information and records.
  • Excellent communication and strong problem-solving skills
  • Ability to effectively plan, organize, and use independent judgment.
  • Excellent customer service skills include being competent, accurate, responsive, and engaged.
