Job Description

Position Summary

Maintain a comprehensive Compliance Management System (CMS) for the Bank. Monitor, report, coordinate and execute corrective actions to ensure a "Satisfactory" FDIC Compliance/CRA/Fair Lending exam rating. As Chief Compliance Officer, this position is responsible for ensuring the Bank is abiding by all laws and regulations. .

Essential Duties and Responsibilities (Other duties may be assigned.)

* Oversee the Bank's Compliance Monitoring System for deposit and loan compliance by sampling work and reporting to appropriate management areas found not to be in compliance with regulations or bank internal policies and recommending procedures for corrective action.

* Actively advocate the Bank's Risk Management efforts including training employees and making presentations to various groups of the organization.

* Stay abreast of changes to federal and state banking laws and regulations and bank internal changes and products affecting regulatory compliance and consumer protection practices.

* Serve as co-chair of the Bank's quarterly BSA & Compliance Management Committee.

* Serve as senior member of the Bank's CRA/Fair Lending Management Committee.

* Report compliance activities to the Audit Committee on a quarterly basis.

* Oversee/ensure accuracy of the quarterly CRA/Fair Lending Management Committee materials.

* Partner with the General Auditor to identify areas of regulatory compliance risk.

* Coordinate with legal counsel and bank operating departments to ensure adherence to laws and regulations relating to new and/or revised bank products and services.

* Coordinate and develop procedures to implement laws and regulations.

* Coordinate, supervise and support the bank's compliance-related programs, including compliance training, testing, and reporting.

* Consult with and advise operating departments and managers affected by compliance issues and regulatory requirements.

* Partner with Information Security Officer to address all regulatory issuances surrounding 3rd party risk management, data sharing and privacy concerns.

* Support bank's CRA and Fair Lending data collection efforts to ensure complete and accurate reporting.

* Validate the bank's annual HMDA and CRA LAR submissions.

* Research applicable materials and synthesize findings to develop relevant compliance monitoring programs.

* Review legal documents/disclosures for compliance with bank policies and procedures.

* Act as the senior liaison on customer complaints, researching and responding as appropriate to customers and regulators. Prepare monthly and YTD report of customer complaints for the ELT by the 5th day of each month.

* Provide annual training to the Board on CRA, Fair Lending and UDAAP.

* Coordinate with the Training Department on all assignments of Compliance Training Courses and track 100% on-time completion.

* Oversee all Marketing campaigns to ensure compliance with all advertising requirements, including compliance with the CAN SPAM Act and the Do Not Call list.

* Act as Lead Manager on Compliance/CRA/Fair Lending FDIC Exams - including completion of questionnaires, pre-exam meetings, document gathering, etc.

* Ensure internal and external compliance audits are completed timely and actions taken as required to ensure corrective actions are effective and lasting.

* Respond to inquiries from Government Agencies.

* Escalate any matters of serious concern to the Chief Risk Officer.

Qualifications

* Bachelor's degree or a minimum of 5-years related experience, or an equivalent combination of education and experience.

* Excellent leadership skills

* Highly effective oral and written communication skills.

* Ability to speak effectively before groups of employees of organization.

* Ability to compute basic to moderately complex math calculations.

* Basic problem-solving and analytical skills. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

* Proficiency in using personal computers and office products (e.g., Word, Excel, Adobe).

* Effective time management skills.

* Keen eye for detail.

* Previous experience with HMDA Wiz, CRA Wiz, Fair Lending Wiz or other similar software preferred.

* Expert knowledge of all bank loan and deposit regulations, emerging trends.

* Ability to deal with diverse areas of the bank.

* Experience with presentations to executive management and members of the Board of Directors.
